Do service animals and emotional support animals need to register?
Yes, as long as the requirement applies to every dog in the community. Assistance animals are exempt from breed, size, and weight restrictions, but not from reasonable rules that protect the property and other residents — and that includes registration and cleaning up after the animal. The usual adjustment is the initial kit: this area of the law is unsettled, and counsel generally advises communities to absorb that cost for an assistance animal rather than charge the handler. Fines for waste left behind are separate — that's conduct, and the fine applies to the handler of an assistance animal the same as anyone else. We have a memo from counsel covering all of this, and we're glad to send it, though your team should review your policy language before you launch.
What if a resident refuses to register their dog?
Almost no one does once it's clear the policy applies to every dog in the community. We provide letters, FAQs, and welcome materials to hand out, so it never comes as a surprise. For a genuine holdout, the unregistered-dog fee in your policy applies — the same way an unregistered vehicle in a reserved space does. An unregistered dog is exactly the dog you want to find: more than a third of the waste we test comes from dogs the community didn't know were there.
How soon will we see a difference?
Sooner than most managers expect, because registration itself changes behavior: the moment a dog owner swabs their own dog's cheek in front of your staff, they know their dog's unscooped waste can identify them. That lands harder than any policy announcement, and it lands one resident at a time as they register. The first few matches confirm what they already suspect.

Cost and commitment

Are we locked into a contract, and what if it doesn't work?
No contract, and nothing to cancel. We don't ask for one because we're confident about what happens once the program is running. If you're not happy in the first 90 days after implementation, send back whatever kits you haven't used — we'll refund those, along with everything else you've paid. Ninety days is plenty of time to judge it: you're not waiting for lab results; you're watching whether resident behavior changes, and that starts with the community announcement and dog registration.
Who pays — the community or the dog owners?
The community pays for the program, and dog owners fund it over time. A $60 increase to the pet fee, or $5 a month in pet rent, covers the per-dog registration cost, and fines collected from residents who leave waste behind offset the rest. Several of our communities treat it as net revenue rather than an expense.
What if a sample comes back with no match — did we waste money?
Look at it in groups of four samples. Four samples cost you $572 to process. At our 52.1% match rate, just over two of those four come back to a registered dog, and at a $375 recommended fine, that's $781 collected — $209 ahead, about $52 profit per sample tested. That already accounts for every no-match, failed, and non-canine sample in the mix; 52.1% is measured across everything sent to the lab, not just the ones that worked. What happens when a dog moves out or a new dog moves in?
Registration follows the dog, so a move-out costs you nothing. A new dog needs one swab kit at $57.97, which most communities fold into move-in paperwork. Raising the pet fee by $60 or pet rent by $5 a month covers it and keeps the program budget-neutral going forward.

How much of my staff's time does this take?
The heaviest part is the launch: announcing the program and getting kits into residents' hands. After that it's minutes at a time — someone finds waste, collects a sample in a prepaid mailer, and drops it in the mail. We handle the lab work, reporting, and resident materials. Do you train our staff, and how long does that take?

It's recorded, so anyone who misses the live session can watch it later. That also means a new leasing agent or maintenance tech can get up to speed without waiting on us. Turnover happens; the training stays with the team.
What's involved in collecting a waste sample?
Less than a minute. Cut off a small sample, place it in the collection bottle with preservative solution, and put it in the outgoing mail — the bottle, the solution, and the prepaid mailer all come in the kit. No refrigeration, nothing special to store. Our ISO-accredited lab runs the analysis and sends back a three-page report detailing the science behind the match, usually within two weeks.

What if the resident says it wasn't their dog?
The report identifies the registered dog, from an ISO-accredited lab, and it isn't a one-line result — it's a three-page certificate showing the marker-by-marker comparison and signed by the lab's senior scientist. That's the whole point of the program — it replaces “we think it was you” with proof. Managers put it more bluntly than we would: you can't dispute DNA.
Has a match ever been challenged legally?
Rarely, and it hasn't gone badly. We know of a handful of dog owners who have taken communities we work with to small claims court over their fines. In every case where we presented our three-page findings and methodology to the court online, our client won. The lab is ISO-accredited, every sample follows a documented chain of custody, and the report identifies the registered dog by its genetic profile. If a resident escalates, you are not alone — and there is no additional fee for court support.
Where does DNA go, and is anyone's privacy at risk?
No human DNA is involved at any point — our lab doesn't collect, analyze, or store human genetic data. We only hold ordinary account information on the residents' side: their name, contact details, and their dog's name and description. The DNA on file is the dog's, not the resident's.
